Kazekage

Those who have achieved the title of Kage are the leaders of the five most powerful Hidden Villages and generally the most powerful ninja in their respective villages. There may be exceptions, however; for example, a ninja may be the most powerful at the time of being installed as Kage, but may become less powerful upon aging, eventually being surpassed by a more youthful ninja. A Kage may retire and give the title to someone else; the title, once granted, is held permanently. This creates a case where there are two Kage at the same time, with only one of them actually active. Their elite status is also attributed to the tendency for most Kage to have family members who were previous Kage, or be personally taught by a former Kage or student of a former Kage.

Tsuki Fushichou
Tsuki Fushichou became a Sannin at age 15 then was made Kazekage at age 20. Created his own Dragon Claw jutsu that turns him into a half dragon. Was fascinated in Dragons at a young age and learned how Naruto made Sexy Jutsu, so he tried to make one too, and was succesful. Most think that there are only 9 Bijuu, but there were 10. 10 tailed Phoenix, he was named after the Bijuu was sealed inside him, but this one is not as dangerous as the others and was never written down.

Ten-Tailed Phoenix
At the start of the Ninja World, when the Sage of Six Paths surpressed the Ten-Tailed beast and split the chakra into 9 seperate monsters with immense chakra. The other tailed-beasts' chakra are similar and neither could overpower the other. Despite his struggles, the Sage couldn't evenly distribute the chakra and left a large portion for a seperate tailed-beast; Ten Tailed Phoenix. The ten-tailed phoenix's chakra isn't as monstrous as the others, but it's endurance is equal to the rest. Having very few options, the Hidden Sand Village sealed it inside Fushichou, the future Kazekage. Fushichou was only a child when this occured.
